Many have realized that restraining Rathal is a lot harder than it is ever to be expected. Even a hundred Taiidans found that out the hard way.
Captain Rathuras Rathal can at times temporarily lose his sanity and reasoning. To keep Rathal from losing control of himself The Federation created General Order RRAAC or Restrain Rathal At Any Cost.

When Rathal first arrived on Earth he was sent to Starfleet's best Engineering and Medical group Analysis center in Rome. It was here that Rathal had all his exposed implants removed to reduce his uncontrollable rage but what they neglected to see was that by removing a few of these implants activated others. these more internal implants cause Rathal to be fueled by an uncontrolable seething rage that sought him to destroy the orginal implants keeping them from being put back in. His neutronium Atrox shell prevented anyone from reaching his more internal implants. This allowed a Kalminite powered near invincible being to go on a rampage through Rome. When Starfleet did an orbital strike to attempt to put him down it merely annoyed hm further. His body began to reveal more weapons within its shell that eventually put most of starfleet out of comission. When rathal attempted to prove that he was different from his implants his most dangerous implant activated his wrath channeling focrcing his Coragadun mind to convert the energy with in his body to build to nearly uncaculatable levels. UGI sent a hundred of their Taiidans soldier to put him down. They failed to realize what kind of power was building within him as this was there first experience with Kalminite as was Starfleets.
The UGI in a last desperate attempt dropped a incredbily dangerous amount of radaition in a beam from orbit to attempt to subdue him. In turns out it worked.
Rathal was subdued and over the course of 50 years more implants were removed but everytime more were removed more would activate.
This General Order was established that Rathal be treated has a living being but should he be unable to restrain himself from his implants any person within the vincity whether loyal to starfleet or to UGI is to restrain him at any cost.
This directive is the unable to be ignored as one scientist pointed out that if Rathal were unleashed on a world he alone could wipe out all the forces on the planet within a month if no one had the ability to produce high amounts of radiation which could temporarily shut down his implants.
This order is in use all the time as wherever Rathal ges there are always armed escorts with him to make sure people don't set off his implants and that he can be restrained early on and prevent his wrath.
